Overseas refers to traveling over any large body of water to an international destination. On an airplane one is in International waters 10 miles off the coast of any departure city. While the country may be the same you are leaving the Continent.

For instance when you leave San Francisco bound for Hawaii you are leaving the North America Continent. Overseas flights can also require a passport due to the fact that one is leaving their country of residence.
